当地时间3月18日，中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪、国务委员兼外长王毅在安克雷奇同美国国务卿布林肯、总统国家安全事务助理沙利文举行中美高层战略对话。这是中美元首除夕通话后的首次高层接触，也是美国新一届政府执政以来中美高层首次面对面会晤。
Senior Chinese diplomat Yang Jiechi on Thursday called on China and the U.S. to properly handle differences, push forward bilateral cooperation and avoid confrontation at the start of the high-level strategic dialogue with the United States in Anchorage, Alaska.
Yang, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, Chinese State Councilor and Foreign Minister Wang Yi, U.S. Secretary of State Antony Blinken and U.S. National Security Advisor Jake Sullivan atted the dialogue.
杨洁篪：“美国没有资格居高临下同中国说话，中国人不吃这一套！”
中方带着诚意应邀来到安克雷奇同美方进行战略对话，并做好按双方事先商定的程序和安排开展对话的准备。但美方在先致开场白时严重超时，并对中国内外政策无理攻击指责，挑起争端。这不是待客之道，也不符合外交礼仪。
对此，杨洁篪硬气回应道——
“我们把你们想得太好了。我们认为你们会遵守基本的外交礼节，所以我们刚才必须阐明我们的立场。我现在讲一句，你们没有资格在中国的面前说，你们从实力的地位出发同中国谈话。”

杨洁篪在开场白中阐明中方有关立场：我们希望这次对话是真诚的、坦率的。中美两国都是世界大国，对地区和世界的和平、稳定、发展都负有责任。
Expressing his hope that the talks with the U.S. can be sincere and candid, Yang said the two major countries should shoulder responsibility for world peace, stability and development.
杨洁篪指出，中方主张和平、发展、公平、正义、民主、自由的全人类共同价值，主张维护以联合国为核心的国际体系、以国际法为基础的国际秩序，而不是以一小部分国家制定的规则为基础的秩序。世界上绝大部分国家并不承认美国的价值就是国际价值，不承认美国说的就是国际舆论，不承认少数国家制定的规则就是国际规则。美国有美国式的民主，中国有中国式的民主。
中国坚持走和平发展道路，为国际和地区和平与发展、为维护联合国宪章宗旨和原则作出不懈努力，而不像美国动辄动用武力，造成世界动荡、不安。美国国内在人权等方面存在很多问题。美国应当做的是改变自己的形象，管好自己的事，而不应自己的问题没解决好，向世界转嫁矛盾、转移视线，不应对中国的人权、民主说三道四。中国共产党领导和中国政治制度得到中国人民衷心拥护，任何要改变中国社会制度的做法都是徒劳的。
Yang said China adheres to the values of peace, development, fairness, justice, democracy and freedom.
"China follows the international system with the UN at its core and the international law as basics, not rules made by a few countries. Most countries in the world don't recognize U.S. values as international values, what the U.S. said as international opinions," Yang stressed, adding that China has its form of democracy and the U.S has its own form.
杨洁篪强调，中美都是大国，在抗击疫情、实现复工复产、应对气候变化等方面有很多共同利益。希望美方改变零和博弈思维，放弃“长臂管辖”等错误做法，不要滥用国家安全概念干扰两国正常贸易往来。中美两国应当同亚太各国都发展良好关系，应该有共同的朋友，这才是21世纪的处世之道。台湾、香港、新疆都是中国领土不可分割的部分，中方坚决反对美方干涉中国内政行径，并将继续作出坚定回应。美国没有资格居高临下同中国说话，中国人不吃这一套。与中国打交道，就要在相互尊重的基础上进行。历史会证明，对中国采取卡脖子的办法，最后受损的是自己。
杨洁篪表示，中美关系“破冰”以来取得很多成绩，这是两国有识之士共同努力的结果，来之不易。当前国际形势发生很大变化，两国在新形势下一定要加强相互沟通，妥善管控分歧，努力推进合作，避免进行对抗。中美有过对抗的年代，中国都挺过来了。事实证明，对抗对美国没有好处。
习近平主席指出，中美要实现不冲突不对抗、相互尊重、合作共赢。拜登总统也讲中美要不冲突不对抗。双方应全面正确贯彻两国领导人共识，使中美关系重新回到健康稳定发展的轨道上来。
Yang also criticized the human rights situation in the U.S., adding that Washington should mind its own business instead of meddling in China's internal affairs.
He urge the U.S. to abandon the zero-sum game, halt the wrong action of exted jurisdiction and stop abusing the name of national security to interfere with healthy trade contacts.
王毅：“美国的这个老毛病要改一改了！”
在美方发表开场白后，王毅表示，中方是应美方邀请而来。安克雷奇位处中美两国首都航线中间位置，是中美交往的“加油站”，也是中美两国相向而行的“交汇点”。过去几年，由于中国的正当权益受到无理打压，中美关系遭遇前所未有的严重困难。这种局面损害了两国人民利益，损害了世界稳定与发展，不应再继续下去了。中方过去、现在、将来都绝不会接受美国的无端指责，同时我们要求美方彻底放弃干涉中国内政的霸道行径。美国的这个老毛病要改一改了！
王毅强调，尤其要指出的是，3月17日，美国在香港问题上再次升级对中国的所谓制裁。这种粗暴干涉中国内政的做法激起中国人民强烈愤慨，我们当然坚决反对。美方在中方即将动身赴美参加中美高层战略对话前夕出台这一举措，这不是正常的待客之道。如果美方想以此增强所谓对华优势的话，那完全是打错了算盘，恰恰暴露了内心的虚弱和无力。这种做法丝毫不会影响中方的正当立场，也丝毫不会动摇中国人民维护主权和尊严的坚定意志。
Chinese State Councilor and Foreign Minister Wang Yi on Thursday told the United States that imposing new sanctions on China just before bilateral strategic dialogue started is not the way to welcome guests.
The U.S. on Wednesday announced fresh sanctions on Chinese officials over Hong Kong Special Administrative Region.
Expressing grave concern and strong opposition, Wang said the act is a gross interference in China's internal affairs and it will in no way influence China's legitimate stance, nor will it shake the firm will of the Chinese people to safeguard sovereignty and dignity.
王毅指出，美方刚才在开场白中还声称一些国家认为中国胁迫他们。美方要搞清楚这是来自他们的说法，还是美方自己的主观臆断。如果美方仅仅因为一些国家是美国的盟友就偏听偏信，甚至袒护他们的错误言行，那么国际关系就很难正常发展。到底谁在胁迫谁，世界人民自有公断，历史也会作出公正结论。
王毅强调，习近平主席和拜登总统除夕通话非常重要，双方达成的共识为中美关系重回正轨指明了方向。国际社会高度我们在这里的对话，双方能否各自真正显示出诚意和善意，我们能否从这里向全世界发出积极和正面的信号。如美方愿意，我们可以同美方一道，在相互尊重的基础上交换意见，共同把这份责任承担起来，把我们应当做的工作做好。
China-U.S. relations have encountered unprecedented difficulties in the past few years, which have damaged the interests of the two peoples, Wang said, adding that such situation should not continue.
"The international community is highly concerned about our talks in Alaska, about whether the two sides can really show sincerity and goodwill, and whether we can s a positive signal to the world from here," Wang said.
"If the U.S. side has the willingness, we can work with the U.S. to exchange views on the basis of mutual respect, and together we can take the responsibility and do the work that we should do," he stressed.
首场会议“小插曲”
中美高层战略对话的首场会议开始时，双方商定开场白后记者应离场，但美国国务卿布林肯将记者叫回，说了强硬的话后让记者离开。当地时间3月18日17时许，中美高层战略对话的首场会议正式结束。
At the first session of the China-U.S. High-level Strategic Dialogue in Alaska on Thursday, U.S. Secretary of State Antony Blinken called reporters back when they were scheduled to leave after opening remarks of the two sides, and added some tough words on China before letting them go.
当地时间18日22时许，中美高层战略对话第二场会议结束。由中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪、国务委员兼外长王毅率领的中方代表团离开会谈酒店，返回下榻酒店。
当地时间19日，中美双方将举行此次中美高层战略对话的第三场会议。
